Lt Toliver came to us, Sept of ’95, after honorably serving the United States Air Force, first as a 1989 graduate from the United States Air Force Academy with a degree in Engineering Mechanics w/an emphasis in Aerospace Structures…and then thru Commissioned Officer assignments, initially as an Air Force Pilot, then explosive ordinance disposal, EOD, followed by Aircraft Maintenance Units of various fighter aircraft, F-15s, F-16s, and A-10s.
Law Enforcement History
After his honorable separation from the Air Force as a senior Captain, his career as a Corrections Officer, and now Sergeant, was as diverse as his military one. Over time, he made a significant impact upon the Corrections Division as a Field Training Officer, Firearms Instructor, OC Spray Instructor, Baton Instructor, Taser Instructor, and a Field Training Sgt. Additionally, he currently holds the special assignment of Intelligence Lt, through which he successfully orchestrated the first Henderson Jail Gang Sweep Operation.
He made contributions to the Department as a Post Certified Instructor Development Instructor, responsible for training Police and Corrections Professionals, along with various visiting agencies thru the comprehensive 40 hour course; he also just successfully completed a special assignment as the Sergeant in charge of the Southern Desert Regional Police Academy, Class 2011-01, which contained Corrections Officers for our department and the City of Las Vegas.
As for the Valley, he contributes just the same, for he has volunteered his expertise as an instructor of Effective Communication, Training liabilities, Excited Delirium, Introduction to Corrections and various lesson plans within the Instructor Development Course, for Las Vegas Metropolitan Police and Corrections Field Training Personnel and Academy Recruits, Clark County School District Police, North Las Vegas Police Department, Boulder City Police Department, City of Las Vegas Corrections and Marshals, Nevada POST 1st Line Supervision, Kaplan College, and ITT Technical Institute.
Even though Lt Toliver has become one of the more senior Corrections Staff, he continued his professional development as well, for he is one of only 5 Corrections Professionals in the state of Nevada to attain the highest Corrections Designation of Certified Jail Manager through the American Jail Association Commissioning Board.
The Spanish Language… which he self taught himself to the level in order to pass the city’s interpreters’ exam.
