Proposed Changes to the Environmental Surcharge
on Solid Waste Collection Services
The City of Henderson is proposing to make changes to the environmental surcharge on solid waste collection services, including the removal of the termination date of the surcharge, making it permanent, and increasing the surcharge from 2.2 percent to 3.2 percent on all billings for solid waste collection services rendered within the city effective July 1, 2018, and increasing that surcharge thereafter one percent annually on July 1 to a maximum of five percent.
Pursuant to Section 5.17.213 of Title 5 of the Henderson Municipal Code (HMC) and Resolution No. 3589, an environmental surcharge of 2.2 percent is currently added to all billings for solid waste collection services rendered within the City. This surcharge is determined as a percentage of the gross receipts derived by the City’s franchisee, Republic Services, from the collection of all solid waste and curbside recyclables collection services within the City.
Consistent with HMC 5.17.213, the City is proposing to amend Resolution No. 3589 by resolution to remove the termination date and make the environmental surcharge permanent and to increase the environmental surcharge from 2.2 percent to 3.2 percent effective July 1, 2018, from 3.2 percent to 4.2 percent effective July 1, 2019, and from 4.2 percent to 5.0 percent effective July 1, 2020.
