About the Strategic Plan Henderson faces a variety of complex challenges. Among them are a rising population and service demands, coupled with limited or even reduced financial resources. As our region continues to change and experience economic challenges, the city must chart a course to create a vision for our future that will ensure financial viability, as well as the exceptional quality of life that our citizens have come to expect. This strategic plan is designed to chart that course, provide direction and focus, and serve as a mechanism to assess and measure the city’s progress toward addressing its strategic issues. As the city advances, the plan will be continuously assessed and adjusted to suit our changing environment and the needs of our citizens, as well as aligning with economic reality. Strategic Planning Process The 2014-2019 strategic plan builds on the strengths of the city. It encompasses our vision and mission, with refined values and strategic priorities, and new major challenge areas. These major challenge areas, which describe what we will be addressing, are reinforced with a cohesive set of business strategies to describe how we will address the major challenge areas. The planning process started at the end of 2013. The Mayor, City Council, appointed officials and executive team, comprised of department directors, collaborated through a highly participatory process designed to: • Build on the city’s successes and best practices from the previous strategic plan • Engage as many employees as possible in building alignment among day-to-day activities and the city’s long-term plans • Evaluate internal strengths and weaknesses and external opportunities and threats • Bring clarity and focus to the long-term vision and core mission of the City of Henderson • Re-establish a core set of organizational values and supporting behaviors to drive the actions of employees • Determine the most important key priority areas and goals associated with achieving the city’s mission • Develop key business strategies for the organization to achieve stated core goals • Communicate key business strategies throughout the organization Strategic Planning Approach The city designs and deploys a strategic planning process and planning approach that is effective, efficient and helps set it apart as a premier organization. The graphic presents the city’s approach to strategic planning. 2014-2019 Strategic Plan | 5 By using this approach, the city ensures that the strategic planning process includes continual environmental scanning and issue identification. This approach also ensures that all departments stay up to date on best practices in their areas and monitor trends that may alert the city of impending opportunities or threats.
