The Public Improvement Trust (PIT) promotes development within the city limits which is considered of benefit to the community, i.e. creates new jobs, provides new or improved services, builds infrastructure to allow for major development to occur, or provide affordable housing through the issuance of tax-free bonds for projects meeting these criteria.
