July 2021 Ethics Commission Opinion Topical Guide

Below are links to the City of Henderson Ethics Code, found in HMC Chapter 2.40, and the State of Nevada Ethics Code, found in NRS Chapter 281A, that apply to Elected Officials and City Employees. While City board & commission members are subject to the City of Henderson Ethics Code, the members of the Planning Commission are the only City board & commission members subject to the State of Nevada Ethics Code. Below are several important points regarding the City and State of Nevada Ethics Code.

• The City and State of Nevada ethics codes linked below are not the exclusive source of rules or regulations governing ethical behavior in the City. City Manager Directives, City Administrative Policies, other provisions in the Henderson Municipal Code and the Nevada Revised Statues may apply to your behavior at the City.
• Questions regarding the City of Henderson Ethics Code should be directed to the City Attorney (702-267-1200).
• City of Henderson employees may request an Advisory Opinion from the City Attorney regarding the application of the City and State of Nevada ethics codes to your past or future conduct. Advisory Opinions are reviewed and approved by the City Ethics Committee. Advisory Opinions are confidential according to the provisions in HMC Chapter 2.40.100.
• The City Ethics Code is enforced by the City Attorney’s Office. If you wish to report a violation of the City Ethics Code, please contact the City Attorney (702-267-1200).
• The State of Nevada Ethics Code is enforced by the Nevada Commission on Ethics. If you wish to report a violation of the State of Nevada Ethics Code, please contact the Nevada Commission on Ethics at 775-687-5469.
• The Nevada Commission on Ethics maintains a web page with important information regarding the State of Nevada Ethical Standards, including instructions on how to request an Advisory Opinion.
