In order to establish and document a policy framework for fiscal decision-making, the Finance Department developed, and continues to maintain, a comprehensive set of financial management policy statements.

These statements, established in 1999, set forth guidelines against which current budgetary performance can be measured and proposals for future programs can be evaluated.

Henderson's financial policies are adopted by Council and demonstrate to the credit rating industry and prospective investors (bond buyers) the City's commitment to sound financial management and fiscal integrity.
